In the days of Yore, in the Capital Centre in Landover, MD, they used a police (or fire) siren (ca. 1986-87, you can hear it in the infamous Game 7 vs NYI). This siren is still in use today at Verizon Center, but it is not known if the physical siren speaker & controller or a recording of said siren is being used whenever they score (I suspect the latter).
If you listen to it, it begins sounding off on what is known as YELP in public safety circles, it later switches to WAIL mode after 8 to 15 seconds. The siren controller would suggest it is either a Federal Signal or a Whelen (or any other company that competed against Federal), think mid-60s to 80s technology here.
Discuss!

The recording I own that was found by FamousGoalHorns proves that the Capitals now use a recording of the siren. I had no idea that they used to have a real siren in the building, though.

I believe it has always been electronic judging by the sound. The only instances I know of a real mechanical siren in use currently for hockey are at the Bell Centre and TD Garden to mark the end of the period. The New York Rangers had a real siren in the early 90s used until I believe the 1992-93 season. (https://www.youtube.com/watch?v=sZ8KnL9hr7w)

The sirens could be real. I remember few months ago, the Capitals Game Entertaiment Twitter said something about how they use an "old firetruck siren". Had it been easy to get a recording of it, then it would have already somehow been leaked on the internet.

Well this is good to hear (knowing that it's off a fire truck), this will narrow it down to a few manufacturers if its a real siren. (Federal, Whelen, Carson and CODE 3 to name a few) If you want my two cents (oh whoops, its now a NICKEL in Canada due to the penny being phased out) on what Washington could be using, IMO the controller that sounds rather close to the YELP mode would be Federal Signal's electronic version of the Q2b mechanical siren (the eQ2b). The WAIL mode kinda stumps me, however due to the way it winds up after switching. (go from 1:07 to about 1:17...and PLEASE WATCH YOUR VOLUME)

I don't agree because of the way I have heard it based on game highlights; the wail siren sound cuts off rather than having a wind down as heard with Boston and Montreal. I may have heard the same with NYR in the early 90s before the 1993-94 season when the real horn was added, possibly until around 2000, very unsure though.
